The state shield represents Connecticut, and "QUI TRANSTULIT SUSTINET" (which in Latin means "He who transplanted sustains") is the state motto of Connecticut. The symbolism of the blue background is currently unknown.
The five leaves bordering the shield represents Connecticut's 5th place in statehood.
