The flag of Penza Oblast, Russia, is a dark golden sheet with a green stripe, with a green stripe at the hoist side. The golden field is charged with the coat of arms. The width/height proportion of the flag is 1:1.6; the width of the green stripe is 1/4 of its height.
Symbolism[]
- The green symbolizes the nature of the oblast, its forests, as well as fertility, eternal life, and health.
- The yellow (golden) symbolizes fields, wisdom, light, rich harvest, and prospects.
- The former flag had an image of Spas Nerukotvornyy, which symbolised spirituality, unity, and the national revival. It's also a reference to the icon-banners used by the Russian army in the Battle at Kulikovo Pole.[1]
Controversy[]

The former flag from 2002-2022
The former flag featured Orthodox Christianity symbolism (Spas Nerukotvornyy). A flag based on the coat of arms of the city of Penza was proposed in 2006, but its adoption was opposed by an Orthodox Christian action group. A version featuring the coat of arms of the oblast was adopted on April 15, 2022.
