White represents purity, and blue represents the United States. The coat of arms represents West Virginia, and so does the top red banner with the words "STATE OF WEST VIRGINIA". The state motto, "Montani Semper Liberi", is a Latin phrase meaning "Mountaineers Are Always Free".
